Probably silly for me to ask this on a Sunday when page views are low, but can anyone explain to me why pass interference is the only penalty in football that has conditional applicability? Why does a block in the back far away from the play penalize a team but interference on a pass adjudged uncatchable doesn’t?

    1) the cornerback’s job is already impossible

    2) the NFL probably doesn’t want “run into the defensive back 20 yards downfield and hope for a flag” to become a popular offensive strategy. if gregg popovich is running hack-a-shaq in the first half of the first game of the season, anything could happen.
